Kernside Neighborhood Association Meeting – May 12, 2025 12pm

Location: Rose City Guitar

Attendees / Introductions:

  • Thomas: Co-owner Lone Fir Fitness, chairman of the association.

  • Mallory: Local realtor, neighborhood resident.

  • Rebecca: Neighborhood resident, Kerns Neighborhood Association board member.

Administrative Items:

  • Amendment to articles approved to align tenant neighborhood association name with IRS EIN requirements.

  • Two new board members proposed and approved: Mallory (community liaison) and Alex (treasurer).


Event Updates & Discussions:

Kernside Serenade – May 18

  • Music in the street, 11 a.m.–2 p.m., third Sunday of the month.

  • Open busking opportunities considered; musicians may use provided equipment.

  • Proposed $50 artist guarantee if tips don’t meet $50; initial budget ~ $200 from Kernside funds.

  • Sponsorship idea: businesses can contribute $100/month, logos displayed on stage.

  • Related fundraising: candle-making events with optional percentage donated, live music integration, pop-up tents available for shade.

  • Collaboration with nearby businesses (e.g., wine shop) suggested for cross-promotion.

Strongman Event – July 12 at Migration

  • Vertical challenges due to space constraints.

  • Location offers nearby food options; coordination with food carts at 28th & Glisan encouraged.

  • Volunteer support suggested to assist food carts or site management.

  • Discussion on encouraging cart owners to participate during events.


Pod / Food Cart Issues:

  • 28th & Parallel pod experiencing low engagement and limited cooperation among cart owners.

  • Some carts (e.g., Chopped Cheese) have active Instagram but inconsistent operation.

  • Volunteer task force proposed to maintain pod upkeep.

  • Location attracts higher crime and vandalism; requires ongoing maintenance.


Rainbow Road / Street Safety:

  • Concerns about dangerous intersections (e.g., 28th & Burnside).

  • City plans to paint curbs red for no-parking zones to improve pedestrian visibility.

  • Current traffic issues: illegal right turns on red, limited signage visibility.


Street Plazas Program:

  • $700k budget for 21 plazas, including Rainbow Road, not included in the proposed mayoral budget.

  • Maintenance responsibilities include furniture upkeep, watering plants, litter removal, and repainting.

  • Community encouraged to submit written testimony and attend council meetings to advocate for continued funding.

  • Focus recommended on positive messaging: what community can do, not fear of loss.


Safety & Security:

  • Incident reported involving a dangerous individual (Stephen) with prior assault history.

  • Residents and business owners warned; caution advised when encountering him.

  • Collaboration with nearby businesses to monitor and report activity suggested.


Additional Notes:

  • Construction / sewer notifications discussed; some frustration over lack of clear communication.

  • Volunteers suggested for traffic and safety monitoring during events.

  • Cross-promotion opportunities with neighborhood association events (e.g., June 5th bingo/music night at Domingo’s).


Action Items:

  1. Post Kernside Serenade info on Instagram and local newsletters.

  2. Monitor open busking and track artist participation.

  3. Consider collaborative events for fundraising with live music.

  4. Advocate for continued funding of Street Plazas program through testimony and outreach.

  5. Maintain engagement with food cart pod, including volunteer support and outreach.

  6. Continue monitoring neighborhood safety issues, particularly related to the individual with prior assault history.
